カナダ移民局は、2025年2月27日にエクスプレス・エントリーのターゲットドローイングのカテゴリーを更新し、新たに「教育職従事者」を追加しました。この新カテゴリーには、保育士や小中高校教師など5つの職種が含まれています。一方で、パイロットやトラックドライバーなどの「運輸・輸送業従事者」はカテゴリーから除外されました。また、ヘルスケアのカテゴリーに多くの社会福祉職種を追加するなど、各カテゴリーの対象職種を削除したり追加したりしています。
エクスプレスエントリーとは？
エクスプレスエントリー（Express Entry）は、カナダの移民申請を管理するシステムで、2015年1月1日に導入されました。カナダ移民局が、申請者の登録情報に基づいてComprehensive Ranking System（CRS）でスコアを付与し、高得点者に永住権申請の招待（ITA：Invitation to Apply）を発行する仕組みです。
2023年からは、特定の職歴・学歴・語学力を持つ候補者に焦点を当てたカテゴリー別の「ターゲットドローイング」が導入され、よりカナダの労働市場のニーズに合った移民を受け入れる形になりました。

2025年のエクスプレス・エントリーの移民受け入れ計画
2025年の移民受け入れ計画では、特にカナダ国内での就労経験を持つ候補者（Canadian Experience Class）の対象者にITAを発給するとのことです。また、カナダが長期にわたる良好で持続可能な成長と経済的繁栄を達成するために、医療、建設、教育などの分野に重点を置き、需要の高い専門家をカナダに呼び込むことができるとしています。
また、ケベック州以外のフランス語話者の移民受け入れ強化のため、ターゲットドローイングではフランス語能力が高い候補者が優先的に選ばれます。
2025年のターゲットドローイングカテゴリー
カナダ移民局が発表した2025年のターゲットドローイングカテゴリーは以下の6つです。
- フランス語能力が高い人（リーディング、ライティング、リスニング、スピーキングでNCLC7以上）
- ヘルスケアおよび社会福祉分野従事者
- 科学、技術、工学、数学（STEM）分野の専門職従事者
- 職人系技能職従事者
- 農業・農産食品業従事者
- 教育職従事者（新規追加）
上記の6つのカテゴリーは、労働市場に関する情報および予測、州や準州、パートナー企業、および全国のステークホルダーから得た情報によって決定されています。毎年見直しが行われて必要に応じて変更されるとなっています。
2025年の変更点：新規追加・削除された職種
ターゲットドローイングに含まれるカテゴリーはすべて、対象となる職種に大きな変更がありました。以下に示すように、いくつかの職種が追加され、いくつかの職種が削除されています。
