カナダ移民局（IRCC）は2026年10月16日、永住権申請管理システム「エクスプレスエントリー」の総合ランキングシステム（CRS）を変更すると発表しました。
2026年11月3日から、対象となる高賃金職種でのカナダ国内の就労経験、または条件を満たすジョブオファーがある方に、新たなポイントが付与されます。
2025年3月に廃止されたジョブオファーへのCRS加点に代わり、今回、高賃金職種を対象とする新たな加点制度が導入されます。
この新制度では、条件を満たすジョブオファーがあれば、LMIA（労働市場影響評価）がなくても加点の対象となります。
「高賃金職種」は、本人の給与ではなく職種で判断
今回の制度でいう「高賃金職種」とは、職種ごとのカナダ全国の賃金中央値が、全職種の賃金中央値の1.3倍以上となる職種です。申請者本人の給与額によって判断されるわけではありません。実際の業務内容に対応するNOCコード（カナダの職業分類）が、IRCCの対象リストに含まれているかどうかが重要です。
対象職種は、賃金中央値の水準に応じて「1.3倍以上1.5倍未満」「1.5倍以上2倍未満」「2倍以上」の3段階に分類されます。対象職種の全リストは、この記事の末尾にNOCコード別で掲載しています。
高賃金職種の就労経験は最大70点、ジョブオファーは最大100点
新制度では、対象職種の区分に応じて、次のポイントが設定されます。

就労経験による追加点には、対象職種で少なくとも12ヶ月の適格なカナダ国内就労経験が必要です。該当する区分の複数職種の経験を合算できる場合もあります。
また、高賃金職種に該当しない場合も、適格なカナダ国内の就労経験の期間に応じたポイントは引き続き付与されます。
就労経験とジョブオファーのポイントは合算されません
比較されるのは、次の2つです。
- カナダ国内の就労経験の期間に基づく点数と、高賃金職種での経験への追加点を合わせた点数
- 高賃金職種のジョブオファーによる点数
両方に該当する場合は、高い方の点数が適用され、両者は合算されません。この評価項目の上限は、同行する配偶者・コモンローパートナーがいない場合は150点、いる場合は140点です。
ジョブオファーの評価にLMIAが不要に
11月3日以降、新しいジョブオファーポイントを得るためにLMIAを取得する必要はなくなります。また、Federal Skilled Worker ProgramやFederal Skilled Trades Programの申請資格に関わるジョブオファーについても、所定の条件のもとでLMIA関連の要件が免除されます。
ただし、ジョブオファー自体の審査は引き続き行われます。原則として、永住権取得後少なくとも1年間継続するフルタイムの仕事であることなどが求められ、雇用の実態や雇用主の支払い能力なども確認されます。
なお、今回のLMIA要件の撤廃は、エクスプレスエントリーでのジョブオファー評価に関する変更です。これをもって、就労ビザ申請でも一律にLMIAが不要になるという意味ではありません。
エクスプレスエントリー登録済みの方は、11月3日までにプロフィールを確認
すでにエクスプレスエントリーのプールに登録している方のCRSスコアは、新制度に基づいて自動的に再計算されます。ただし、ジョブオファーによるポイントを希望する方は、11月3日までに必要な情報をプロフィールに入力・更新するよう、IRCCが案内しています。
再計算には最大2週間かかる可能性があり、その間は招待ラウンドが一時停止される予定です。
LMIAのないジョブオファーについては、オンラインシステムが新要件に完全対応するまで、IRCCが指定する方法で入力する必要があります。プロフィールを更新する際は、必ずIRCCの最新の入力案内をご確認ください。
高賃金職種の対象リスト（NOCコード別・全186職種）
2026年11月3日から適用される対象職種は、以下のとおりです。申請者本人の給与額ではなく、実際の業務内容に対応するNOCコードが、どの区分に含まれるかによって判断されます。

今回の変更により、対象職種で働いている方やジョブオファーをお持ちの方は、CRSスコアが上がる可能性があります。まずは、ご自身の業務内容に対応するNOCコードと、対象リスト上の区分を確認することが大切です。
ただし、ポイントが増えても、永住権申請への招待（ITA）が保証されるわけではありません。招待は、各ラウンドの対象条件や最低スコアによって決まります。
