What is a Skilled Worker?

This program is for workers engaged in professional, managerial, technical, trade, and other skilled occupations to obtain permanent residency in British Columbia (BC). Skilled and experienced workers are essential for the growing economy of BC.

Application Requirements for Skilled Workers (Applicant Side)

Work Experience

  • Sufficient work history to work in the offered occupation.
  • At least two years of full-time (or equivalent) practical experience in occupations under skill levels 0, 1, 2, 3 of the National Occupational Classification (NOC) list of Canada.

Applicable Skill Levels (TEER)

Skill levels are classified in the National Occupational Classification (NOC) codes of Canada as follows:

Skill Level 0 Managers, Company Officers, Executives
Skill Level 1 Professional occupations usually requiring a university degree
Skill Level 2 Technical jobs usually requiring college graduation or more than 2 years of apprenticeship
Skill Level 3 Intermediate technical occupations usually requiring college graduation, less than 2 years of apprenticeship or more than 6 months of on-the-job training

Educational Background

  • Having at least a high school diploma or higher education.
  • Sufficient education to work in the offered occupation.

Language Skills

A language test designated by the immigration authority, in English or French, with a score of CLB4 or higher, taken within 2 years prior to application.

Job Offer

  • Having a full-time, permanent position offer from an employer in the province.
  • Being offered a wage that meets the provincial wage rates.
  • Proving language proficiency according to the job offer from the employer.

Intent to Reside

It is required to have the intention to live, work, and economically establish in BC after obtaining permanent residency.

This category applies for a recommendation letter (nomination) to the immigration bureau from BC. Being nominated by BC almost certainly secures permanent residency.

Application Requirements for Skilled Workers (Employer Side)

  • Contributing to the economic benefit of British Columbia (BC).
  • The company’s head office and actual management are located in BC.
  • The company has been established for more than one year.
  • Employing at least five full-time (or equivalent) employees in BC (three employees if outside the Vancouver area).
  • The employer offers the applicant a full-time permanent position and guarantees employment after obtaining permanent residency.
  • The job offered is in a skilled worker occupation.
  • The wage offer is at or above the average wage for the occupation in BC.
  • The applicant has a valid work visa and has undertaken recruitment activities targeting Canadians, or has conducted prescribed Canadian recruitment activities for at least two weeks before the PNP application.
  • There is a genuine need for the position.

In this category, a nomination letter is applied for to the immigration bureau from BC. Being nominated by BC almost certainly secures permanent residency.

Skilled Worker Application Process

01Register in SIRS after meeting the minimum requirements of BCPNP Skilled Worker

Applicants who meet the application criteria register their profile in the Skills Immigration Registration System (SIRS). A score (out of 200 points) is calculated based on the registered profile, allowing entry into the list.

02Receive an Invitation To Apply (ITA)

ITA grants the right to submit application documents to BCPNP, only upon acquiring it can one submit documents to the BC government. BCPNP conducts periodic drawings, selecting candidates from the pool based on score ranking. If an ITA is not received, candidates remain in the selection pool for up to one year.

03Submit the online application to BCPNP

Upon receiving the ITA, applicants and employers have 30 days to complete their application online to the BCPNP review office.

04Receive a nomination from the province

Once the review by the BCPNP review office is completed, the applicant receives the result. Passing this stage is referred to as being nominated.

05Apply for permanent residency to the Canadian Immigration Office

Within six months of being nominated, the applicant submits the permanent residency application documents online to the immigration office.

06Review by the Canadian Immigration Office

Once the permanent residency application is submitted, the Canadian Immigration Office conducts a review and, upon completion, sends a Confirmation of Permanent Resident (CoPR) letter to the applicant, finalizing the permanent residency application review.

07Landing

Applicants from outside Canada enter the country with their CoPR. Those within Canada can complete the landing procedure online.

08Receive the PR Card

A few months after landing, the PR card is delivered to the designated address within Canada.
