2025年5月27日より、カナダ国内で就労中の外国人労働者が新しい雇用先や職種に迅速に転職できる一時的な特例措置が延長されました。この制度は、雇用主限定の就労ビザ（Employer-specific Work Permit）を持つ方が、新しいビザが発給される前に転職を開始できる特例です。

元々はコロナ禍の緊急措置として導入されたものでした。

• 新しい雇用主や職種への変更が可能
• 新しい就労ビザの発給を待たずに、移民局からの承認を受ければ就労開始が可能
• 手続きはオンラインで完結し、10～15日以内に承認メールが届く

この一時政策を利用するには、以下すべての条件を満たす必要があります。

• 有効なビザまたはステータスで合法的にカナダに滞在中（Maintained Statusも含む）
• 新しい雇用先・職種での就労ビザ申請をすでに提出している
• ビザ申請時点でカナダ国内での就労が認められていた
• 新しい雇用主または職種で働く意思がある

1. 新しい仕事のジョブオファーを取得

まずは、カナダ国内の雇用主から内定をもらいましょう。

2. 新しい就労ビザを申請

カナダ移民局（IRCC）に、新しい雇用主・職種の情報や必要書類を含めたビザ申請を行います。

3. 一時政策の利用を申請（重要）

IRCCのWebフォームにて、「転職を希望する」旨を伝える申請をします。

Webフォームの記入方法と英語メッセージ例

1. フォーム内の「What would you like to do?」では「Other」を選択し、「Continue to form」をクリックします。
2. 「Tell us about your request」欄に以下のメッセージをコピー＆ペーストして記入します。
   ※[ ] の中はご自身の情報に置き換えてください。
   ※コード “PPCHANGEWORK2020” は必ず含めてください。

【就労ビザを持って働いている場合】
Priority Code PPCHANGEWORK2020: I am requesting consideration under the temporary public policy to exempt foreign nationals in Canada from certain requirements when changing employment during the coronavirus pandemic, and request that the applicable exemptions be granted until the decision is made on my work permit application or it is withdrawn.
I attest that I hold/held a work permit valid until [DATE] for employer [NAME] / in occupation [JOB TITLE] and I have received new job offer for [new employer NAME] / [new occupation JOB TITLE].
I have submitted my application for a work permit online or I submitted my application on paper and the postal/courier tracking number is [NUMBER].
I intend to work for the [new employer NAME] / [new occupation JOB TITLE] specified in the aforementioned work permit application.
I understand that providing false, misleading or incorrect information is a violation of the Immigration and Refugee Protection Act and may result in enforcement measures against me.

【就労ビザ免除で働いている場合】

4.承認メールを受け取る

Web Form送信後、10〜15日以内に移民局からメールでの許可通知が届きます。このメールで、就労ビザ申請中に新しい仕事での就労し始めて良いという許可がされているかどうかが確認できます。
※このメール自体はビザではありません。
