2026年2月3日ニューブランズウィック（NB）州政府は、カナダ全体の移民受入枠縮小を背景に、永住権申請に関わる複数の重要な運用変更を発表しました。
今回の発表は、アトランティック地方プログラム（AIP）およびニューブランズウィック州ノミネーションープログラム（NBPNP）に影響します。

ニューブランズウィック州は、アトランティック地方プログラム（AIP）におけるエンドースメント申請について、Candidate Pool方式を導入しました。Candidate Pool方式の概要配下のようになります。

• Designated Employerおよび申請者は引き続き申請提出が可能
• 提出された申請はすべてプールに保管
• 月1回、州の優先順位に基づいて選考
• 先着順（first-come, first-served）ではない
• 365日以内に選ばれなかった申請は失効

申請が失効した場合、プールから削除され、引き続き申請を希望する場合は新しいエンドースメント申請を改めて提出する必要があります。

ニューブランズウィック州政府は、アトランティック地方プログラム（AIP）における、新規の Employer Designation 申請の受付を一時停止すると発表しました。この措置は、以下を目的としたものです。

• 既存のDesignated Employerの見直し
• 州の経済ニーズとプログラム目的との整合性確認

アトランティック地方プログラム（AIP）では、accommodation and food services sector（NAICS 72）に属する職種について、原則としてエンドースメント申請を受理しないと発表されました。

対象外となる主な職種（NAICS 72）

• NOC 60030 – Restaurant and food service managers
• NOC 62020 – Food service supervisors
• NOC 62021 – Executive housekeepers
• NOC 62024 – Cleaning supervisors
• NOC 62200 – Chefs
• NOC 63200 – Cooks
• NOC 63202 – Bakers
• NOC 64300 – Maîtres d’hôtel and hosts/hostesses
• NOC 64301 – Bartenders
• NOC 64314 – Hotel front desk clerks

※ただし、雇用主が NAICS 72 に該当しない場合は、これらの職種であっても申請が検討される可能性があります。

業種を問わず対象外となる職種

• NOC 14400 – Shippers and receivers
• NOC 60020 – Retail and wholesale trade managers
• NOC 62010 – Retail sales supervisors
• NOC 62101 – Retail and wholesale buyers
• NOC 63201 – Butchers – retail and wholesale
• NOC 64100 – Retail salespersons and visual merchandisers
• NOC 64409 – Other customer and information services representatives
• NOC 94142 – Fish and seafood plant workers

カナダ国外在住者向け求人の制限

AIPにおいて、カナダ国外に住む外国人を対象とするエンドースメント申請は、以下の分野におけるGovernment of New Brunswick（GNB）主導のリクルートに限定されます。

• health care
• education
• construction trades

New Brunswick Skilled Worker Streamでは、accommodation and food services sector（NAICS 72）で働く候補者に対し、EOIの受付およびITAの発行を行わないと発表されました。

対象外となる主な職種（NAICS 72）

• NOC 60030 – Restaurant and food service managers
• NOC 62020 – Food service supervisors
• NOC 62021 – Executive housekeepers
• NOC 62024 – Cleaning supervisors
• NOC 62200 – Chefs
• NOC 63200 – Cooks

• NOC 64300 – Maîtres d’hôtel and hosts/hostesses
